Associate Professor Elena LacatusPh.D., NSE MSc 
Dr. Elena Lacatus is Associate Professor at POLITEHNICA University of Bucharest (UPB), Romania. She has been working on Special and Emerging Technologies since 1985 firstly, in Automotive and Aeronautical Industry and afterward in micro and nanotechnologies special applications. Dr. Elena Lacatus is a permanent collaborator of the National Defence College on Security through Technology and Emerging Technologies Security Challenges related issues. During the past eighteen years she taught students from Politehnica University of Bucharest on Special Forming Technologies, Thin Layers and Nanostructured Materials, Management of Technological Systems’ Maintenance, etc. She has published more than 64 scientific papers on international conferences proceedings, some of them under NATO and UNESCO patronage. Presently, she is a permanent consultant on emerging technologies for security and defence systems.
Lieutenant-Colonel Doina Mure?an,PhD
Lieutenant-Colonel Doina Mure?an is Associate Professor in the National Defence University „Carol I” and Deputy Director of the National Defence College in Bucharest, Romania. She is a specialist in the economic domain of the military sciences and post-graduated national defence and security studies from Romania NDC. She also took M. Sc. in Information Management of Projects and Programs from the Faculty of Cybernetics and Economic Statistics. Dr. Doina MURE?AN has performed her duties of economic profile in several managerial positions within the Romanian Armed Forcesand has a good experience in program and project management of defence, defence acquisition and economic security within the Romanian military education system. As a researcher, Dr. Doina MURE?AN directed three international projects (grants) and was a member of 6 national research teams. She is the author of six books and about thirty articles in the field of defence, security and force management published in Romania and abroad. As a member of Romanian Fiscal Consultancy Corps and of the Project Managers’ International Association she took part in more than 30 international seminars and conferences. In 2007 Lt. Col. Assoc. Prof. Doina MURE?AN Phd. received for her entire activity within Romanian Ministry of Defence the award „The Emblem of Honor of Romanian Armed Forces”.
Lieutenant-Colonel Adrian MorariuDeputy Director for Administration at National Defence College, Ministry of Defence, 
LTC Adrian Morariu was born in Romania in 1966. He graduated Financial and Accounting Military Higher Studies Academy, (Bucharest, Romania), and postgraduate studies at: Defense Institute for Security Assistance Management, (Wright Air Force base, USA), Swedish National Defence College, (Ostersund, Stockholm, Sweden), Hungarian Ministry of National Defence, Financial Directorate, (Budapest, Hungary), Naval Postgraduate School, Graduate School of Business and Public Policy, (Monterey, California, USA).
He graduated MBA on Financial Management with curriculum on strategic planning, business analysis, cost analysis, financial analysis, budgeting, accounting, business and financial management, and internal control systems and auditing.
His gained expertise is focused on financial procedures in NATO, according to STANAG procedures, financial planning, executing, controlling, and reporting procedures financial reporting standards, cost standards, cost analysis, budgeting, internal control, auditing, management planning and control systems, and strategic resource management, as well as quantitative techniques used in planning and control, system acquisition and program management with application to the Planning Programming and Budgeting System used within the Department of Defence.
Col. Mircea CernatPh.D – Deputy Director for Science at Military Equipment and Technologies Agency, Bucharest 
Col. Mircea Cernat was born in Romania, in 1957. He graduated PhD studies in 1996 with the thesis entitled “Study of the solid propellant burning chambers under dynamic loading”. Since 1987 he worked in positions linked to education and research, having the title of professor at Military Technical Academy in Bucharest. In 2006, he graduated the National Defence College and has been involved in several projects linked to defence and security since then. As senior researcher he managed or contributed as member in research teams to several projects regarding weapon systems technology and aerospace engineering. His research topics are focused on applied mathematics to weapon systems and structural mechanics.
First Lieutenant Liviu-Cristian Matache
First Lieutenant Liviu-Cristian Matache graduated in Engineering in Ammunitions, Missiles, Propellants and Explosives at the Military Technical Academy in Bucharest in 2002. Master of Systems Engineering Degree in Ammunitions and Explosives at the Military Technical Academy in Bucharest in 2004. At present he is a PhD student in Mechanical Engineering at the Military Technical Academy in Bucharest. He works as a scientific researcher to Test, Evaluation and Scientific Research Weapons Systems at the Centre of Military Equipment and Technologies Research Agency (www.acttm.ro), Ministry of Defense, Romania.
First Lieutenant Marius Marmureanu
First Lieutenant Marius Marmureanu graduated in Engineering in Ammunitions, Missiles, Propellants and Explosives at the Military Technical Academy in Bucharest in 2002. Master of Systems Engineering Degree in Ammunitions and Explosives at the Military Technical Academy in Bucharest in 2004. At present he is a PhD student in Aerospatial Engineering at the Military Technical Academy in Bucharest. He works as a scientific researcher to Test, Evaluation and Scientific Research Weapons Systems at the Centre of Military Equipment and Technologies Research Agency (www.acttm.ro), Ministry of Defense, Romania.
